I suspect that it is the "directed surveillance" aspects of RIPA involved here. If memory serves, the RIPA constraints only come into play where the surveillance of particular target (s) is intended and planned.
Of course, general Human Rights and Data Protection issues have to be considered.
Doreen might be best assisted by somebody admitting that they have appropriate guidance to hand.

My understanding is that RIPA is only concerned with interception of
communications in the course of transmission in relation to a public
postal service, or a public telecommunications system. It does not cover
what a camera phone is used to take pictures of.
