In my previous existence in IT, I was involved with Housing/Community
Charge/Council Tax Benefits, Rate Rebates, Rent Allowances etc on and off
from 1974 to 1993 so this is nothing new to me. The test has always been
intrusive in that it identifies all of a person's income/outgoings (subject
to specified disregards) in order to calculate the benefit entitlement -
otherwise we'd all be claiming wouldn't we :-).
What has changed is that the form is much more complicated than it was 30
years ago because successive governments have complicated the benefits
system rather than simplifying it. The reason for asking about all the
different types of benefit being received is that so many of the
entitlement rules to one or the other are interlinked - so, even if a
particular benefit (e.g. child benefit) is not means tested the fact that
it is being received (or not) may affect entitlement to another sort of
benefit.
