Brigid,
We use CSVs at Southampton, but they do not do personal care. They have honorary staff status to be covered by employers liability.

Subject: Community Service Volunteers
Could you let me know if any other institutions use Community Service Volunteers (CSVs) to support students with personal care requirements?
If you do, do you carry out risk assessments?
If you do not do risk assessments, does anyone?
Who is liable in the event of a CSV having an accident or sustaining an injury whilst supporting a student? Does anyone know?
If it turns out that the University is liable, then is the responsibility or carrying out risk assessments ours?
So many questions!
Many thanks
