Yes, I would agree. You have a duty to protect the children from
possible abuse. Can you imagine the headlines if something were to
happen to them at the hands of the paedophile? I think you have to ask
yourself, whether it is sufficient to simply advise the tenant and allow
them to make the decision, or whether you take the decision out of their
hands altogether by refusing to allow the exchange. Although you would
think any right-minded parent would automatically run a mile, they might
still want to go ahead - could you justify allowing them to do so? I'd
certainly not rest easy in my bed in this situation.

Help pls, quick responses appreciated.
A tenant of ours (with young children) wants to do a mutual exchange
with a
tenant of another landlord.
During our findings, we have been informed by the police that the next
door
tenant ( of other landlords' tenant )is a known paedophile and is
currently
under observation by them.
What do I do? Because such info is not in the public domain, I cannot go
ahead and inform our tenant about the fact that his potential next door
neighbour is a paedophile.
We have a number of reasons why mutual exchanges cannot be approved, but
this is one reason that is not included and that we cannot pass on.
I need to give a reason why this mutual exgange cannot go ahead. Any
ideas?
Would be able to say something along the lines of "There is a known
paedophile in the area....", and hope that scares our tenant from
continuing with the exchange.
