There's a general rule that all disclaimers like this are weasel words
and intended to stop the recipient complaining. If this is the one
company in the entire world that actually means what they say, then
hooray. But one rather doubts it. One clue is use of words like "Spam
Act", which simply doesn't exist; under that name, anyway.
(And if they send such emails to disqualified addresses, they've failed
to properly collect and process the email addresses in the first place).
