The only device I know of, in the lower price range, is the Laser PC6
portable wordprocessor. It costs £259 + VAT and has a text-to-speech add-on
with headphones for £69+VAT.

I not sure how usable it would be for a blind student, though. You'd need to
let him evaluate it.
