Don't know if this helps at all but when I was living in halls, I
employed a fellow flat mate in halls as my PA. Social Services
were a bit iffy to begin with but after explaining that although we
had the same address, we had separate tenancy agreements, they
accepted this under the direct payments scheme.
This made life very simple for eveyone as the only thing that was
needed was an extra set of keys for my room which were provided
free of charge by the Halls, the internal telephone system which
was free made it very easy for me to communicate with my PA and
the wardens/porters were aware of my PA and knew to alert her if
the alarm sounded in my room.
