"Legal obligations" to which you may be subject is something which
you are required by law to do (eg fill in your census form)
"functions conferred under an enactment" would be the responsibility
given to a body by statute (eg to send out census forms and process
the resulting data)
The ordinary individual has lots of legal obligations, but probably
no statutory functions...
