Scenario: A resident writes to a local newspaper and comments that her bin
was not emptied. One of the local authority's officers writes a response,
which is published.
The officer's response clearly identifies the resident's name and address
and includes a detailed rebuttal of the residents comments in a statement
that reads "according to our records, which are kept for every
'non-collection'...." (the letter can be read at

Does the panel consider the officer has breached any of the Data Protection
principles?
