Simple answer - YES!
Can I be the first to congratulate the college on being a test case for
SENDA. Seriously - they are on very dangerous ground here, as they would be
breaking SENDA regulations. Students also do not have to disclose their
disability - although there are obvious disadvantages if they do not, both
to the college, and to the individual.
Best way is to be open and honest - but the college has a duty under SENDA
to make themselves accessible to all students - and even have a duty to
anticipate needs of students that they do not yet have!

The College is saying that a student must declare a disability at
application, [preferably] with a statement of needs so that we can advise
them whether we can accommodate those needs, and if not they will be able to
choose somewhere else??????????
