Hi,
I haven't quite got the hang of this. Meant to send this to the forum
earlier.

Suits me. I've always been a firm advocate of HEI's handling DSA
funding in it's entirety. As we all know, funding for disabled
students is far more abundant and effectively handled in FE :/

Sue . An explanation to question 2:
LEAs are very powerful bureaucracies. In many regions they are the
main employers, control our lives, and are used to tell us what to do
(what colour paint our doors!), and, it is very difficult for them to
not to tell us how much we should charge to provide support to
disabled students. In many cases, their attitudes are appalling. HEIs
need to gain some control of vital resources for their provision of
support as FEs have. Andy
