This is almost certainly going to lead to delays but DfES are understandably
concerned that students receive a good service all the weay through the DSA
process and appear to have been persuaded that the WAIS/WISC tests must be
undertaken at some point in the process.
It is true that DfES are concerned about the cost of the DSA system but I do
not think that the insistence on chartered psychologists reports plays much
part in this and I'm certain that they are not trying to delay the process as
they are very concerned about time scales.
LEAs are also to be given guidance that they should not accept any specific
advice in the EP report for equipment for DSA and that such advice should
only come from a full needs assessment. It seems likely that DfES will
strongly recommend that all students have a needs assessment conducted by a
licensed assessor and not to accept assessments by university staff unless
they are licensed (although the DfES cannot actually legally insist that LEAs
only use licensed assessors as they are technically purchasing this service).
I guess that as LEAs do not pay for the dyslexia diagnosis or any evidence of
eligibility that DfES can insist on the form that this should take.
