I suggest that you seek guidance on this from John Joseph at the DfES. It may
be that providing course materials in an appropriate format or selecting
appropriate accessible materials is a reasonable adjustment that the HEI
should make.
I made an enquiry about a similar matter to DfES on behalf of someone else
and the view was that this was an HEI responsibility under DDA.
I believe that there is a great deal of concern over the costs of what is
being charged to DSA that should be the responsibility of the HEI. I feel
that they are likely to take this view more often now that DDA is in place.
Another point to consider is that if the HEI pay for the transcription the
materials can be used by other students in the future, whereas the materials
will belong to the student if DSA pays for the work. They could possibly
charge you for using them in future!!!!
Probabaly that is an extreme example but the principle is that the DSA is
attached to or belongs to the student.
