The obvious answer is that it depends on the urgency. Although it may
not be possible to refer someone for detailed discussion at a moment's
notice, the ideal is to have a first contact (eg support service
receptionist) who can filter out the urgent cases and arrange an
appointment quickly where necessary.
Many students will be happy to know that their case is 'in the system',
even if it takes a couple of days before a detailed discussion takes
place.
My feeling is that the 'first contact' is the most important person in
the service.
