I could set up a fancy letterhead, say I'm a company of Fraud
Investigators, quote Section 29(3) exemption and merely be searching Mr A's
wife who is hiding from him in a refuge/with friends etc. Why should
someone who just says they are a fraud investigator be able to quote this
exemption ? If they are an official dept eg Benefits Agency, Tax Office,
Police then I would say ok with the necessary form signed by a person in a
suitable high position, but otherwise no.
