As has been said, your student is asking for something that doesn't exist! As well as suggestions already made he could look at a Directory like the one published by Charities Aid Foundation (if they still do it - we stopped getting it). Individuals can apply for free info to the Educational Grants Advisory Service (see below) and agencies can affiliate (or whatever the word is) for a charge. However my past experience is that information through these channels quickly becomes out-of-date (or is by the time you use it) and that funds are mostly heavily oversubscribed and groaning under the weight of applications. It can also be useful to find sources of help which are local because they may offer a quicker response and, if not well-known, may be undersubscribed.
All this depends of course on what it is that your student actually needs!

Educational Grants Advisory Service (EGAS)
The Educational Grants Advisory Service is an independent advice agency for people wanting to get funding for further or higher education. It is mainly concerned with helping students who are not eligible for statutory funding (mandatory awards, discretionary awards, bursaries for the pre-registration nursing and midwifery diploma course and other Government grants and bursaries). It can only help those who receive statutory funding if they have explored all alternative sources of funding such as Access Funds, student loans and so on, and are still in extreme financial difficulties. EGAS finds it extremely difficult to help postgraduate students find funding and can only do so if they apply in the academic year before the start of their course.
EGAS can also give detailed advice about the statutory funding system to those who are considering entering further or higher education.
