Providing the student is full time, providing the reason for the retake
is related to disability and that is accepted by the LEA and providing
the student orginally signed up under the new rules (e.g., no means
testing, no worries about part-time, no worries about who is
responsible for fees), then there should be nothing to it. The fact
that it's the final year shouldn't come into it: what if it were a
student repeating a first year? Often happens and no one thinks twice
about it.
