There was a feature on this on radio Five Live recently. The service
provider calmly said that the information taken from the young people would
be shared with about 7 or 8 thousand businesses in the UK. Doesn't that just
cap it all?
The scheme would of course be completely voluntary a government spokesman
assured us...

Subject: Marketing and young people
Does anyone know if there are any guidelines or a marketing COP when
collecting information from young people (under 18) for marketing
purposes. Is there anything about collecting from children?
A pilot Connexions Card (registering attendance and providing rewards
in exchange for points earned) for yr 12 and 13 students was funded by
the DfES and piloted in this authoirty. The Connexions card is now
being rolled out nationally by the service provider (who shall be
nameless!).
When the original pilot was done, student information was only used for
the purposes of the pilot, but obviously the organisation collecting
info from next years' yr 12 and 13 students is keen that they say yes
to disclosure to third parties as this will enable them to sell the
details on.
When the photo for the card is being taken the name and address is
collected and written on the form and at that point they are asked if
the information can be disclosed to third parties and presumably the box
is ticked. To help them decide, they are informed that if they give
permission they will get "freebies".
I think it is important that students at schools in this LEA should be
fully informed of their choices and the consequences of giving their
consent - which is the reason why I am asking the question.
My view is that this could potentially be a breach of the first
principle. What do others think?
