My partner is an authority on job evaluation, and her constant message to
clients is that the exercise is about the post not the person. I agree that
the information is being collected from the people who happen to be in the
post at the time, as well as from their line managers, etc, but if the
person in post left, the job evaluation information wouldn't change. So I
certainly think you can make a case that it's not personal data, if it's not
associated with the current post holder (any more than my street address is
personal data if it's not associated with me as the occupier).
That's provided the exercise is being done properly. If it's being used to
assess individuals' capacity for doing their jobs, then it clearly is
personal data - but that's appraisal, not job evaluation.
