But 'personal data' is '*data* which relate to a living individual who can
be identified' etc. In other words, the definition of 'personal data'
refers back to the definition of data. If it isn't 'data' then it can't be
'personal data'.

You are looking at the general data definitions.
Look at the "Personal DAta" definition in the Act and it is clear
that a video or CCTV image is data from which an individual can
be identified.
