Basic DP issues apart, does anyone have any views on the Eighth Principle and the peculiar national status of embassies and high commissions as posed by the scenario which a colleague has put to me below?

I am the officer in the BDHC Chennai responsible for liasion with UK institutions, and fraud prevention. Leeds is, of course, a serious player in the South Indian market. As you may be aware we have been concerned for some time at the levels of fraudulent applications from students. We have increasingly seen large numbers of forged financial documents and educational certificates. This year we saw large numbers of forged extension letters from various colleges.
We are now looking at the levels of no show students - ie those who are issued visas but fail to appear at the university for which the visa was issued. I am writing to all the instutions with a significant prescence in this market. Our analysis of no shows will enable us to more effectively concentrate on high risk applications. I would be most grateful, therefore, if you would be able to let me have details of those who have not shown up. Names and dates of birth would be sufficient. If you are unable to provide this information then an overall figure would be useful, if possible broken down by which state in India they come from.
We are working closely with agents and univerisities to ensure that genuine students get visas, and that the remainder don't. I am always happy to meet any of your staff who are visiting Chennai.
We are particularly keen to encourage the prepayment of fees in full. This helps the student demonstrate that they are bona fide, you get the fees in full and are not left chasing payment, and the agent is guaranteed their commission. It is of benefit to everyone involved.
