John Joseph from DFES made the response below. I forward this, for your
information, with his permission.
"The Student Support Regulations allow students on work placements to be
eligible for grants for living costs, including DSAs, for any academic year
in which the periods of full-time study aggregate 10 weeks or more for the
rest of the year. Work placements are part of a student's course and
therefore disability related costs incurred on a work placement are incurred
in respect of attendance on the course, this satisfying the regulations. It
should be noted that any additional disability-related costs incurred
travelling to and from the work placement could be met from the general
allowance of the DSA. Under the regulations, the DSA travel allowance is
limited to travel to and from the student's institution. "
