arachnaphilia, textpad, notespad (yes with an "s") are all text editors with
varied degrees of html support that work excellently with screenreaders and
are available freely from the web.
html-kit is another piece of freewhere which is more powerful and what might
more traditionally be considered an html editor but isn't quite so simple
with jaws.
lots of people also have some success with frontpage express especially if
using 3rd party jaws scripts such as those available from www.hartgen.org
it is of course also possible to create html documents from later versions
of MS office though I wouldn't recommend this if you intend to try editing
the code later by hand.
Most VI web designers I know myself included start off by learning html code
in its raw form and writing in a plane text editor such as notespad or
textpad then progress up to more powerful packages when they are confident
they can spot and correct code errors created by such applications.
WYSIWYG applications such as Dreamweaver don't work at all well with jaws.
