Dear Allison,
I am interested by your email, as I am working in accessibility, and live in
Wales myself. I've been looking online to see if there is any useful
information.
You might find this site useful:
http://weblife.bangor.ac.uk/ibis/eng/intro.html (Interfaces for Bilingual
Information Systems).
This site has an article about a blinigual Eisteddfod website (in 1999) that
was created for blind and visually impaired people:
http://www.dolphinuk.co.uk/cases/wales.htm.
The wrexham government site is created to be bilingual and accessible:
http://www.wrexham.gov.uk/.
My collegue, Sharon, has found that JAWS doesn't read in Welsh, although
there must be software which does.
It may be that Welsh and English content need to be on separate pages for
screen readers. There are language tags that are used to let screen readers
know of a change of language, but we don't know whether screen readers can
ignore one language if both are on the same page. If a screen reader isn't
set up for Welsh, it may just try and read everything aloud if it is on the
same page.
I'll email again if we find any more useful information.
