I know this has been said before, but it's amazing that LEAs seem to
have discretion over 'general principles' - such as whether out of
semester support should be funded. I can see sense in LEAs taking
ownership of decisions in complex individual cases - but surely there is
some clause in the LEA's guidelines that defines 'on course'?

Personally, whenever I have made a case for vacation support in a needs
assessment I have not encountered problems. If I do an assessment at this
tinme of year I sometimes recommend starting the support now and continuing
through to 31st August. However, a lot of students go home / away and don't
want that.
LEAs don't like doing things out of the ordinary unless they can justify it.
Don't forget that they get audited and if they are found to have 'mis-spent'
DSA funds they have to foot the bill. Perhaps if they can show the
auditor/DfES an independent recommendation they can pay for vacation time
support with more confidence.
If the student has had a needs assessment, ask the assessor to write
explaining the need for out of term support.
