Bit of a sore point this one. Up until yesterday DfES had still not
decided how this is going to work in practice although they seem to be
behind the principle. It still comes down to the question of what happens
if a student goes to an Access Centre, the LEA pays (and possibly even
purchases equipment) and then for whatever reason the students decides
not to take up their place. Can the expenditure still be reclaimed from
DfES. Should the equipment be recovered? If an LEA pays DSA prior to
enrolment are they effectively acting outside their authority since a
student is only entitled to support (of any kind) whilst in full time
attendance on a designated course.
We have been told that an appendix to the Notes for Guidance is pending.
Until then we'll continue with last years policy ie the student/parent
may pay for the Access report (though not equipment) initially and we
will refund the costs once we have confirmation of attendance.

Can students' DSA applications now be processed before they have
received an unconditional offer on an HE course? (I know they can apply
at any time).
