For most students who justify an internet connection we'd normally go for a
dial-up 'Anytime' deal with BT or Tiscali at £14.99/month.
However, for someone with the needs you describe a cable or ADSL
connection may be justified. Now that BT seem to have resolved some
of the early problems with the ADSL components in their exchanges I'd
recommend Pipex. They charge £23.49/month for an 'always on' 500K
connection and your phone line remains usable while online. Initial
cost is around £120 for ADSL USB modem and 'line splitters' for each
phone socket in your home.
