It appears that Microsoft intended that you use the general Windows colour
scheme to change the colour of the hyperlink:

SYMPTOMS
A new feature is available for Outlook 2000 that enhances accessibility for
visually impaired individuals. This new feature makes hyperlinks appear in a
color specified by the user for their general Microsoft Windows color
scheme. This feature is very advantageous for visually impaired individuals
who rely upon high contrast color schemes to read what is displayed on their
screens. The original default color for hyperlinks in Outlook 2000 is blue,
which may be difficult to see when it is super-imposed upon a black
background.
