It does not appear possible to alter the default setting within Outlook and
you cannot change the appearance of a hyperlink inserted in a plain text
formatted message.
In HTML or RTF formatted messages you can change the format of individual
hyperlinks by selecting the hyperlink text and changing the font by using
the toolbar.
There are options under Control Panel -> Accessibility Options -> Display
but these change the view of all applications.
