As another supplier, I'd like to know what the VAT situation is in
respect of Adaptive Equipment supplied via the SLC?
Currently for example, if a Registered Blind person buys a Braille
printer themselves, it is Zero Rated for VAT purposes.
On the other hand, if the Local Education Authority buys it on their
behalf, VAT must be charged to the LEA.
Conversely, if a University buys, they also get Zero Rating, as they are
classified as "Unregistered Charities" under one of the Finance Acts.
So, the $63,000 question is going to be, "Where does the Student Loan
Company stand in relation to VAT?".

Some of you may be aware that, under the DfES modernisation programme,
there
are plans for DSA payments to be taken over by the Student Loans Company
in
the future, though the decision-making will remain with LEAs. Skill has
received reports of concerns about the quality of service provided by
the
SLC currently and the effect this will have on students in receipt of
DSAs
if payments do not arrive when expected etc.
Many of you may not deal with the SLC directly under the new system, but
those of you on list from LEAs will do, and the disability officers
amongst
you may have some experience, if not directly perhaps through incidental
feedback from disabled students discussing their general financial
struggles.
I am just trying to find out whether this is a real issue before Skill
takes
it up.
