The DSA comes under the mandatory award regulations. To be
eligible students must have been resident in the UK for three years
prior to the start of their course (even UK Nationals).
However, Norway is not part of the Eurpean Union, so if this
student is Norwegian they will be designated an International
Student and required to pay the full fee. They will not be eligible for
DSA.
