I absolutely agree with Mick Trott. As far as DSA's are concerned it is
a complete waste of a lot of bureaucratic time merely to decide whether
to shuffle (or not to shuffle) money from one government department to
another. At the end of the day, I can't see how it makes a jot of
difference to the Treasury, except that the Treasury ultimately has to
pay for all the shuffling of paper and binary digits on the merry go
round, and for sorting out all the confusions.
The system does make a 17.5% difference to individuals who are having to
pay for their own systems or software.
And as DSA suppliers we all have to take it ridiculously seriously as
LEAs are likely to select a quote primarily on the bottom line figure.
So we have to make sure that this shows the minimum allowable VAT.
There's a need for some sensible interdepartmental head-banging together
so that any government funded purchases for equipment and services for
disabilities are all zero rated. (The argument about zero rating
Universities' own purchases is also surely a net no-gainer either way.)
On the other hand maybe the system is in the interests of specialists
like us, as we are more likely to be able to work it than the PC Worlds.
So perhaps I should shut up . . .

I've made this point several times - this VAT business is a gross waste
of
our time, since VAT just circulates from the exchequer back to the
exchequer
it is a a zero nett gain to the government.
