VAT is not just a matter of chargeable / non chargeable / zero rated, but
also of whether the 'trading entity' has an annual turnover above the VAT
threshold. If these are Freelance, then they are individual trading
entities, which would require them to have annual turnovers in excess of
something like seventy five thousand pounds ( I can't remember the exact
figure currently applying). The service may therefore be fully vat-able, but
the deliverer may be below the threshold.
We are talking about government regulations, therefore welcome to another
minefield.

Freelance Interpreters who use the Sign Language Bureau, which
is based at this University and is part of my empire, do not charge
VAT when they invoce clients for their services. Given the number
of Interpreters concerned, many of who will use accountants to sort
out their finances, I imagine that they are right.
