My experience of this is that in cases where
discretionary repeat year awards are made, the
funding body normally expects some kind of
assurance from a medical adviser that the student
is capable of carrying out their studies before
releasing the funds. Obviously there are always
imponderables where health issues are involved and
someone who may seem well can have a relapse, in
which case the funders need to be kept advised of
any possible changes, but it strikes me you would
need to get a lot of medical back-up on board to
meet the kind of justification the LEA is likely to
want in order to agree to extending their support
even further.
