Perhaps there is a misunderstanding here about the term specific learning
difficulty?
Specific learning difficulties and dyslexia are not the same thing rather
the latter is a descriptive sub-set of the former....
As I understand it a difficulty with the execution of handwriting (of which
speed might be a characteristic) would in itself be a specific learning
difficulty - as would a reading difficulty or a spelling difficulty.
Each and every one of the specific difficulties needs to be assessed and
judgement made about its impact on learning and the demonstration of
learning.
Similarly a judgement needs to be made of the combined effect of a number
of specific learning difficulties.
