Traditionally we have started support as soon as the student requires it -
the need is there, DSA or no DSA - and the obligation is there to provide
the support. And of course, there may be students who are not eligible for
DSA for whatever reason - in this case the Unit carries the cost. There do
not seem to have been any problems from LEAs regarding payment in cases
where students have started receiving support before the DSA is granted,
but of course we wouldnt bill until after approval had been given.
