Hi Peter,
You don't mention version of Windows, but if you go to Windows Control Panel, you'll find a "Keyboard" Icon. Select that, and you will be able to add a German keyboard layout. (You may need to have the Windows CD to hand) Note carefully what keystrokes allow you to switch from German to English and vice versa.
You might also want to take a look at http://www.hooleon.com/prod-lang-ov.htm where they provide clear overlay stickers to put onto an existing keyboard to identify the German specific keys when using German. At least then you will have a dual language keyboard, as opposed to buying an actual German one.
