At the University of Central Lancashire we also have a Register of notetakers and the agreement we have here is that notetakers claim for the hours that they are booked for. They are not paid for breaks.
In fact, I think you may find it very difficult to get an agreement from an LEA to pay DSA for time between lectures.

I have just set up a Register of Note Takers having trained 12
individuals. I am now in the process of matching students and note takers
and have a query regarding payments. One student requires a Note Taker for
lectures on a Tuesday between 11-12 and 1-2 pm. Do other Institutions just
pay for the lecturing hours + possibly 15 minutes before/after lectures or
are Note Takers paid for the time that they have to wait around?
