This point has been the subject of mush debate in our Uni. We have had
designated 'Safe areas' - which allow those less mobile to be moved to
until they can be safetly evacuated. However I think I remember it being
said that the local fire service did not see that as their role but as
someone within the institutions - debate continues to determine that
someone... !

the building by persons other than fire marshalls and Fire Brigade
personnel. They may be assisted, if necessary, to the designated
