could do with being reviewed en masse. New regulations could then be
proposed to cover our activities in relation to information processing,
superceding the requirements of all of the individual pieces of
legislation, and taking into account the recent legislation (DPA, HRA, FoI)
and the need to modernise. I'm sure that this would be problematic but
surely its essential. Attempting to find our way through the e-government
agenda under current arrangements is becoming increasingly surreal. >>

I couldn't agree more. The problems stem from the objections received
whenever a proposal goes forward to repeal certain laws - and the objectors
are sometimes the councils themselves!
They (as in some councils) tend to enjoy the confusion that exists and their
ability to use that to their advantage to obtain information, force people to
pay certain levies and refuse planning permission based on antiquated pieces
of legislation.
The task would be enormous - have you seen your council's legal library?
Just get a copy of "Is It In Force?" to see the whole list of laws currently
applying to us all - and ignorance is no defence, so don't let me catch you
eating chocolates on a public conveyance!! (This law only applies to women).
