Crime prevention is not the sole legitimate purpose of CCTV. The IC
code of practice on CCTV cites "public and employee safety" amongst
other possible purposes. It would be entirely reasonable for car park
owners installing CCTV to designate the protection of the safety and
property of their customers as a purpose.

Imagine: another driver smashes up your car in a car park, and the
car park owner refuses to release the tapes on the grounds this would
(to paraphrase the DPA) be an unjustified invasion of the reckless
driver's privacy. Result: you pay thousands of pounds for the damage
yourself, even though it is clearly the other driver's fault.
In cases where there is no real threat to privacy, why interpret DP
in a more restrictive way than the legislation itself requires? Apart
from the potential injustice to the innocent party, it contributes to
the widespread view that the DPA involves unguided bureaucracy rather
than genuine concern for privacy...
