The Offenders database and Police National Computer could be added to your
national database structure, if the proposals to merge the two are accepted.
What affect would that have on the CRB?

As see this card is the missing link in the chain so that the
recommendations
in the PIU report into data sharing can proceed in the absence of consent. I
think both ID cards and PIU report must be seen as one (although the
Government would probably deny this).
As far as I can see there are statutory gateways in the ID card which cover
the relationship between the individual and the DVLA, Passport Office, DWP,
Inland Revenue, and customs and excise - the first two are the means through
which the individual gets the card - the last three are fraud related. All
these databases structures will become alligned because thet must be able to
be linked together by virtue of being made consistent with the ID card
database.
The central database will be subject to S.28 and S.29; so the exemption from
the non-disclosure provisions in relation to national security, police and
council tax will apply.
You will note that the chapter in ID card "consultation" dealing with data
protection effectively removes the application of the 1st, 2nd, 3rd and 5th
Principles. This arises as the purposes are statutory (1st and 2nd), the
data
items are defined in statute (3rd), and the personal data are needed for
the
lifetime of the card-holder (5th). The consultation says that there are no
transfers outside the EEA - so the 8th is not applicable.
This leaves the 4th, 6th and 7th Principles standing.
I also think that the card, if it is to be secure, needs a biometric.
