You may joke about that suggestion, but it has been put as a serious
suggestion for certain cases before now.

Based on the rationale of that argument why don't we just go straight
to installing CCTV cameras in every home in the land. Think of all the
burglary, domestic violence etc that would stop and to hell with civil
liberties.
