It looks like it is a serial process, so stop at 4!
I thought that was the case, but it does make for much confusion over
that bit in question 8 stating "disclosures other than those made with
the consent of the data subjects are restricted to: those third parties
which are necessary for this exempt purpose".
I suppose it comes down to the difference between a disclosure (for a
specified purpose) and sharing. Sharing (as in the non-exempt process)
implies the folk you disclose to get to use the data for other 'stuff',
whilst a disclosure allowable for NFPs is solely for the purpose of
"establishing or maintaining or support of a body ..."
But ...
If I disclose my members' data to a bank for an affinity marketing
program, from which I generate a substantial revenue to SUPPORT the ever
increasing rent on my building, that would be OK.
