I'd say it's clearly personal data. What arguments are being made to suggest
that it's not? What arguments could be made?

Have any of my LA colleagues required to answer questions on the ongoing job

My organisation is taking the view that the information is not "Personal
Data" although I find that view hard to accept as information is being
collected from individual employees, via a questionnaire and interview
process, held on file and processed in a way that will determine their
future remuneration.
