I think she knows and understands the problem quite clearly. MAybe I read too
much in the question ... in effect it was looking for ways round the problem

And s/he (boss wo/man) can make your life hell thereafter. It does not mean
bosses do not know they want to break the law. They want someone else to do it
for them.
