I would suggest it depends on the content of the request which
may need to be clarified with the commissioner.
The information in response to an SAR will only be personal data
about the data subject whereas the solicitor may need further
information - for example about third parties (eg senders of
letters) or the content of documents which may not necessarily be
personal data. If the latter then it is likely to be a request
under Section 35 of the Act rather than Section 7.
This does not stop you still charging a reasonable fee for
copies.
