No he wasn't legal - especially as he's claiming some kind of exemption
from DPA rather than using the excuse (all too common these days) that
he was duped into buying an opt-in list.

which although *very* new law, simply chronicles in words of one
syllable (marketing people seem to need this!) for the avoidance of
doubt what previous DP law *already* meant by implication. [And in a
sense all reports like the BBC one that says it's a new restriction are
missing the point.]
