I wonder if there is a question here about whether the data is
personal or not. Is a car denting another car personal data or
not? Even if the number plate is visible on one or other vehicle
this may not identify the driver. If the number plate is not
visible I would suggest it may not be personal data as an
individual cannot be identified from the data (or is unlikely to
be identifiable). If that is the case there would seem no grounds
for a subject access request.
If the only numberplate relates to the damaging vehicle then that
would be third party personal data (in relation to the person who
had their car damaged) and again not necessarily accessible
under a subject access request.
