An open answer - sorry if it generates noise.
The list should be open. The arguments against it would be:
(a) - confidentiality;
(b) - stop spammers from obtaining addresses;
(c) - ??????
As far as (b) is concerned learn to live with spam and become good at
deleting it without much thought.
As far as (a) is concerned, we should not have anything to hide even if
discussions can give opportunity to people to exercise their civil rights
simply because they "can".
Further, it should be obvious that if someone wants to ask a question on how
to "bend" the law, a list open or closed is not the place as we would never
know who is in anyway or what they might do with that information. Ideally
we should encourage the commissioner's office to join and where they can make
a contribution.
